Bill Introduced Making Changes To Battery Storage & REC Procurements

“Amends the Illinois Enterprise Zone Act. Provides that a business that intends to construct a new battery energy storage solution facility or a new high voltage direct current converter station at a designated location in Illinois may be designated as a High Impact Business.”

If passed, the bill would address the following:

  • Allow businesses intending to construct new, or expand or replace existing, battery energy storage facilities or construct new high voltage DC converter stations to apply for the High Impact Business (HIB) Program and include such HIB projects in the definition of “public works” under the Prevailing Wage Act;
  • Amend the definition of “total resource cost test” in the IPA Act to include “avoided societal costs associated with reductions in greenhouse gas emissions”;
  • Direct area median income be revised annually, rather than every five years, for the purposes of Illinois Solar for All Program;
  • Require IPA to develop plans and processes for the procurement of energy storage;
  • Authorize procurement of RECs from repowered wind projects and retooled hydropower facilities to be included in IPA’s long-term renewable resources procurement plan;
  • Authorize IPA to propose adjustments to percentages of RECs procured from different sources and propose various approaches, in addition to competitive procurements and including percentage-based goals, to procure renewable energy credits from repowered wind projects;
  • Make minor changes to provisions of the Public Utilities act regarding energy efficiency and demand-response measures and distributed generation rebates, including to allow rebates for legacy energy storage devices installed by distributed generators.

This bill was read for first time in the Senate and referred to Assignments Committee.
