New Approach Recommended For Large Scale Storage & Renewable Procurements Solicitation and Procurement Effectiveness Report Issued
The Massachusetts Department of Energy Resources (DOER) issued a self-assessment of the large-scale storage and offshore wind procurements in the state. In its self-assessment DOER acknowledged deficiencies in the current process and proposed a new approach “that will include more flexibility and considers a broader clean energy resource portfolio, in line with the Commonwealth’s strategies to meet the Global Warming Solutions Act (GWSA) net-zero mandate in 2050.”
From DOER Summary Report:
“There are limitations to the current single-state, technology-specific procurement model used in Massachusetts. The clean energy procurement process must be revised to achieve the necessary scale and cost-efficiency for new clean energy development to meet emission reduction targets. Massachusetts has significant experience completing clean energy procurements that have resulted in new clean energy projects and a growing offshore wind industry. With each procurement, the process is reviewed and refined. The development and implementation of each solicitation has an open and transparent record with robust public comment. This report reviews past procurements and provides recommendations that will improve the clean energy procurements in Massachusetts.”
