PUC Pauses PCM Vote Due To Dubious Reliability Benefits

The Public Utility Commission of Texas (TPUC) unanimously decides to pause its vote on performance credit mechanism (PCM) due to questionable reliability benefits.  The commission voted unanimously to adopt a staff recommendation to not advance the PCM at this time.

Excerpt from Staff Recommendation:

{***} “Staff’s Final Recommendation Staff appreciates the work of ERCOT, E3, the IMM, and the entire stakeholder community for their work on the PCM over the past couple of years. After reviewing the ERCOT/E3 and IM”. {***}

From Chairman’s Memo:

“I appreciate the very hard work by ERCOT Staff, E3, the IMM, Commission Staff, and market participants in thoroughly assessing the costs and benefits of the PCM. After considering the ERCOT/E3 and IMM assessments and Commission Staffs summary of their work, I don’t believe that the PCM, as currently designed, will provide the reliability benefits needed in the ERCOT market. While reconsideration of the PCM may be appropriate in the future, at this point I believe our collective resources are best directed toward implementing other market design initiatives, including but not limited to RTC+B and DRRS. We should also continue to explore other options for improving the reliability of the grid ahead of and during the upcoming 2026 reliability standard assessment.”
