PUC Approves Utilities Proposals To Return Excess Funds Associated With Certain Regional Fuel Security Initiatives To Standard Offer Customers

“By this Order, the Commission approves Central Maine Power Company’s (CMP) and Versant Power’s (Versant) proposals to return excess funds associated with certain regional fuel security initiatives to standard offer customers. The Commission also approves CMP’s and Versant’s proposed uncollectible adders and contract found in Exhibit A.”

Discussion & Decision

“The Commission finds CMP’s and Versant’s proposals to return the pass-through charge adder over-collections to standard offer customers are reasonable and the Commission approves them. The Commission will incorporate the reduction to the CMP medium class retail standard offer rate when it sets the rates for that class pursuant to the applicable standard offer RFP. CMP is directed to monitor the amount returned to medium class customers through the reduction to the standard offer rate and to make a filing with the Commission if CMP anticipates returning more than $908,653 to medium class customers and proposing a modification to the applicable standard offer rate.”

“The Commission also approves the utilities’ proposed uncollectable adders. The Commission finds CMP’s proposed uncollectible adders to be reasonable and approves them. The Commission further approves the proposed CMP contract Exhibit A. Consistent with the Stipulation approved in Docket 2024-00248, the Commission also approves Versant’s proposed adders and contract Exhibit A. For clarity, the retainage account balances used to calculate the 2029 uncollectible adder, following the historical methodology, will include the credit of the pass-through charge over-collections.”

Payment to Provider: 

Providers will be paid for all energy sold to Standard Offer customers based upon their bid price and percentage of load provided to the applicable Standard Offer Rate Class, less an allowance for uncollectible accounts. The allowance for uncollectible accounts is withheld from the total energy payment due to the Provider. 

The allowances for the term of this Agreement are: 

  • Residential/Small Non-Residential 3.43% 
  • Medium Non-Residential 2.31% 
  • Large Non-Residential (non-indexed bid) 0.00% 
  • Large Non-Residential (indexed bid) 0.00%
