Bill Would Update Electric Utility Energy Efficiency & Conservation Program

In Pennsylvania legislation was introduced entitled an Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, in restructuring of electric utility industry, further providing for energy efficiency and conservation program.
HB505 would among other things:
- expand the definition of energy efficiency measures to include solar panels, battery systems, heat pumps, and smart home technologies;
- focus on consumer resilience to prepare for energy disruptions during extreme weather events;
- require utilities to file energy efficiency plans every 5 years based on the reduction requirements;
- cap the total cost of these plans at 2% of the company’s 2006 annual revenue before 5/31/31;
- each utility must submit an annual report to the Public Utilities Commission on the energy efficiency and conservation plan within each service territory;
- if a utility fails to file a plan will be subject to a civil penalty of $100,000 per forfeit.
