Office Of People’s Counsel Files Petition For Commission To Establish An Energy Affordability Proceeding

[ *** ] Pursuant to Sections 1-204.93, 34-903, and 34-1101, of the District of Columbia Official Code (“D.C. Code”) and Rules 101.1, 101.2, and 101.4 of the Rules of Practice and Procedure (“Rules”) of the Public Service Commission of the District of Columbia (“Commission”), the Office of the People’s Counsel for the District of Columbia (“OPC”), the statutory ratepayer advocate for the District of Columbia (“District” or “DC”), respectfully submits this Petition for Review of Energy Affordability in the District of Columbia for consideration by the District of Columbia Public Service Commission. As discussed further below, OPC requests that the Commission (1) establish a docket to perform a holistic evaluation of energy affordability for District ratepayers; and (2) take affirmative actions to adopt measures to protect and improve energy affordability for ratepayers. In light of growing utility affordability challenges within the District, OPC requests that this Commission:
1. Carefully examine the Office’s recently released energy affordability study;
2. Initiate a formal proceeding to assess energy affordability comprehensively and holistically;
3. Develop an affordability metric to measure the impact of Commission approval of rate increases on a going-forward basis; and
4. Apply best practices from other jurisdictions to the District’s current energy assistance programs to enhance the District’s energy assistance programs and consumer protections.
