PUC Publishes Tentative Order On Large-Load Customers Model Tariff

Dockets: M-2025-3054271

In a press release the Pennsylvania Public Utility Commission (PUC) announced that its Tentative Order proposing a model tariff for Large-Load Customers — including data centers and other high-demand electric users — has been published in the Pennsylvania Bulletin, officially starting a 30-day public comment period that runs through December 22, 2025.

As background, this Pennsylvania Public Utilities Commission (PUC) proceeding was opened to determine the cost sharing for retail electric suppliers following the IT and billing system changes made by the utilities to implement changes made by the December 18, 2024, decision by PURA (such as reporting of Incidental Residential Accounts, implementing Next Cycle Rates, bimonthly customer sync lists).

As previously reported on November 6, 2025 a Tentative Order was adopted by the PUC to address the unprecedented growth of very large loads across Pennsylvania. “The proposal outlines a statewide framework to help ensure that large energy users can connect to the grid quickly and responsibly, while also protecting existing ratepayers, preventing cost-shifts, and supporting long-term reliability.”

The Tentative Order grew out of testimony and public input gathered during the PUC’s April 2025 hearing on large-load issues.
