Re:  Investigation by the Massachusetts Department of Public Utilities (DPU) on its own Motion into Establishing Guidelines for Municipal Aggregation Proceedings.

A hearing officer issues a memorandum on January 10th regarding next steps following the Municipal Aggregation technical session.  The hearing officer subsequently provided “Proposed Guidelines” for discussion at next meeting.

The Department will hold the inaugural working group meeting on January 24, 2024, from 9:30 a.m. to 1:00 p.m. at the Department’s office, One South Station, 3rd Floor, Boston, Massachusetts. This working group meeting will be in person only. The Department will circulate an agenda before the working group meeting.

Attached please find Proposed Municipal Aggregation Guidelines (“Proposed Guidelines”) in clean and redlined format.

The hearing examiner issued proposed guideline and noted that the following entities participated in drafting the Proposed Guidelines: the Towns of Aquinnah, Barnstable, Bourne, Brewster, Chatham, Chilmark, Dennis, Edgartown, Eastham, Falmouth, Harwich, Mashpee, Oak Bluffs, Orleans, Provincetown, Sandwich, Tisbury, Truro, West Tisbury, Wellfleet and Yarmouth, and Dukes County, organized and operating collectively as the Cape Light Compact JPE, and three municipal aggregation consulting firms, Colonial Power Group, Inc., Good Energy, L.P., and Peregrine Energy Group/MassPowerChoice, LLC. The drafting group also secured and reflected the input of several other municipalities.
