- On December 22, 2023, Governor Hochul signed S04234, which prohibits utilities from charging customers for gas or electric service more than two months prior to the mailing of the first bill to the customer; and requires utilities to provide a two-year history of charges in their bills. This bill is related to the recent Central Hudson billing problems.
- On December 29 Assemblywoman Kelles introduced A08469, which establishes a cap and invest program to support GHG emissions reductions by setting a maximum allowable amount of emissions and regulating the sale or auction of allowances.
- On December 13 Governor Hochul signed. S5941, which requires businesses to notify consumers of an upcoming automatic renewal or continuous service charge to the consumer’s account 30 days prior to such charge and requires businesses to include instructions on how to cancel such renewal or charge in the notice to the consumer.
- On December 29 Assemblywoman Woerner introduced A08453, which requires businesses that make an automatic renewal offer or continuous service offer to provide a link on any public website it maintains for cancellation of such service.
- On December 8, the Assembly Energy Committee amended A04999, which directs NYSERDA to conduct a study of the technical and economic feasibility and impact of a zero-emission electrical system and a reduction in GHG emissions.
- On December 22 Governor Hochul signed S02956, which authorizes NYSERDA to develop a clean energy outreach and community planning program. On December 22 Governor Hochul vetoed A05687/S05253, which would have required NYSERDA to develop a real-time mobile application with a corresponding map with information on electric vehicle charging stations.
- On December 22 Governor Hochul vetoed A04956, which would have established an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
- On December 22 Senator Harckham introduced. S07834, which includes qualified energy storage systems in the major renewable energy development program. The bill has been referred to the Senate Energy and Telecommunications Committee.
- A coalition of climate activists and local officials are pushing the Climate Change Superfund bill, proposed by two New York City Democrats, Sen. Liz Krueger and Assemblyman Jeffrey Dinowitz, which has passed in the Senate but was rejected in the Assembly.
