PJM is preventing developers from adding battery storage to existing projects that have extra grid space, which defies a federal mandate. The regional grid operator has the worst interconnection backlog in the nation, causing new energy projects to face yearslong wait times before being considered. At a recent Assembly hearing, PJM urged lawmakers not to shut down any existing power plants before new resources come online.
PJM presented a straw proposal to allow “shovel ready” projects to enter an interconnection study process in an effort to meet grid reliability needs. The grid operator plans to issue a formal proposal in November for feedback and to submit it FERC for approval in December, where it may face challenges for giving preference to certain generating projects at the expense of those that are already in the grid operator’s interconnection process.
