PURA Files Notice Of Technical Meeting In Investigation Into The Establishment Of Integrated Distribution System Planning Within Performance-Based Regulation Framework

In 2023, the Connecticut Public Utilities Regulatory Authority (Authority or PURA) adopted a comprehensive framework of regulatory goals, foundational considerations, and priority outcomes to guide future electric utility regulation in Connecticut. Decision, Apr. 26, 2023, Docket No. 21-05-15, PURA Investigation into a Performance-Based Regulation Framework for the Electric Distribution Companies (Phase 1 Decision). The framework also contemplated the development and implementation of specific regulatory reforms through a second phase of the Authority’s investigation (Phase 2) into performance-based regulation (PBR) for the state’s electric distribution companies (EDCs).

The Phase 1 Decision included an overview of Phase 2, which is comprised of a series of reopener proceedings that will explore the following regulatory mechanisms and PBR elements: Revenue Adjustment Mechanisms; Performance Mechanisms; and Integrated Distribution System Planning.  Each reopener proceeding will culminate in a final Decision (Phase 2 Decision) that identifies the outcomes it serves, details of the new regulatory mechanism(s) or the changes ordered to relevant existing regulatory mechanism(s), and relationships to existing dockets, with particular emphasis on PURA’s Equitable Modern Grid Framework. Together, the Phase 1 and Phase 2 Decisions will satisfy the Authority’s obligations to implement PBR under Section 1 of Take Back Our Grid Act.

Thus, in accordance with the Phase 1 Decision and the Take Back Our Grid Act, the Authority initiated this docket on its own motion to investigate the establishment of Integrated Distribution System Planning (IDSP) to anticipate and accommodate the proliferation of distributed energy resources and grid-edge technologies on the distribution system. More specifically, this proceeding will: (1) document the existing components of IDSP in Connecticut; (2) review and evaluate the systems and processes that support IDSP; (3) make components of IDSP more transparent and better connected where necessary; and (4) establish a public and transparent IDSP plan document, development process, and reporting standard(s).

The Authority issued a Concept Paper, on October 17, 2024, which consolidates and synthesizes the information on existing components of IDSP in Connecticut discussed over eight technical meetings to date, as well as interrogatory responses and Participants’ correspondence submitted in the docket. The Concept Paper outlines the current state of IDSP in Connecticut and suggests areas for further exploration and development.

The Authority hereby notifies Participants and interested stakeholders that it will hold its ninth Technical Meeting (Technical Meeting #9) on Tuesday, November 19, 2024, at 10:00 a.m., via remote access. The purpose of Technical Meeting #9 is to discuss the documentation of existing components of IDSP in Connecticut as contained in the Concept Paper, identify opportunities for integration with other re-opener PBR and EMG dockets, and to discuss a public and transparent IDSP document, development process, and reporting standard(s).
