Michigan PSC Issues Order Clarifying Aspects Of PA 235
The Michigan Public Service Commission (PSC) issued order clarifying aspects of PA 235, granting a waiver of some provisions of the updated Michigan Interconnection and Distributed Generation (MIXDG) standards, and directing affected utilities to file new tariffs.
Among other things the order: (1) clarifies that under PA 235 (i) customers may offset their entire bill; (ii) there is a “requirement that a DG customer be credited for outflow, that the credit appear on the bill, and that the credit be limited to the total charges on that bill,” but that “outflow credits may not be used to offset securitization charges”; (iii) “there are two allowable size categories in a DG program: 20 kW or less, and more than 20 kW up to 550 kW. The former category may be allocated more than 50% (but not less) of the program, and the latter category may not be allocated more than 50% of the program”; (iv) the language of PA 235 supersedes the definition of “eligible electric generator” in MIXDG; and (iv) “there is no requirement for the use of a generation meter for certified projects under 150 kW in size, and that utilities should be allowed to make a determination as to the need for a generation meter on a case-by-case basis for certified projects larger than 150 kW and for non-certified projects larger than 20 kW”; (2) grants Consumers, DTE, and several other utilities a waiver from MIXDG standards requiring use of a generation meter; and (3) directs the affected utilities to file updated DG tariffs in new dockets by September 20, 2024.
