Energy Efficiency And Peak Demand Reduction Programs
Straw Proposal and Information Session
The New Jersey Board of Public Utilities (“NJBPU” or “Board”) invites stakeholders and members of the public to participate in an information session and provide written comments on a straw proposal regarding a one (1)-year extension of New Jersey’s second period of energy efficiency and peak demand reduction programs administered by the State’s investor-owned electric and gas utilities pursuant to the New Jersey Clean Energy Act of 2018 (“Straw Proposal”). This one (1)-year extension, or “Triennium 2.5,” would occur from July 1, 2027 through June 30, 2028, with policy changes in the following three (3) areas to immediately advance affordability for ratepayers:
- Using gross savings to assess compliance with the CEA’s annual energy savings targets
- Utility compensation: return on equity
- Utility compensation: recovery of potential forgone revenue

The Board is accepting written and/or electronic comments regarding the Straw Proposal. All public comments should be filed under Docket No. QO23030150, In the Matter of the Implementation of P.L. 2018, c. 17, the New Jersey Clean Energy Act of 2018, Regarding the Second Triennium of Energy Efficiency and Peak Demand Reduction Programs.
The deadline for comments on this matter is 5 p.m. on April 6, 2026.
