BPU Issued Order Setting Community Solar Energy Program Blocks for EY26
On March 9th, the New Jersey Board of Public Utilities (BPU) issued an order setting community solar energy program blocks for EY26.
In this order the BPU:
(1) expanded program capacity by 3GW, with capacity allocated among utility territories as follows: (i) ACE – 324MW; (ii) JCP&L – 778MW; (iii) PSE&G – 1,555MW; (iv) RECO – 45MW; and (v) an additional 300MW carveout for solar facilities installed on landfills;
(2) ordered “the SuSI Program registration manager to accept new registrations for each MW block on a first-ready, first-served basis,” waiving the initial registration period;
(3) ordered that capacity blocks roll over until either the market segment is fully subscribed or 12/31/29, at which point utilities may register any unsubscribed capacity;
(4) ordered “that community solar projects provide subscribers a guaranteed bill credit discount” for the duration of their subscriptions of at least: (i) 25% for low-moderate income subscribers; and (ii) 20% for other subscribers; and
(5) directed Staff to: (i) decrease “the community solar market segment incentive levels from the current $80/MWh to $60/MWh,” noting that “the change in registration process, such that guaranteed bill credit discounts do not need to be competitive, justifies the immediate change”; and (ii) “reevaluate the CSEP and ADI Program incentive levels and eligibility parameters in light of the phase-out of federal investment tax credits and other market changes.”
