Commission Files Notice Convening Public Conference And Request For Comments In Senate Bill 1 Co-Location Study

Senate Bill 1–Chapter 537–of 2024 requires the Commission to study and make recommendations by December 15, 2024, to the Senate Committee on Education, Energy, and the Environment and the House Economic Matters Committee on issues related to the utilization of end-use electricity customer load that is physically connected to the facilities of an existing or planned electric generation facility, also known as co-located load configuration. The Commission’s findings will address potential impacts on: (i) the reliability of the electric transmission and distribution systems (ii) PJM Interconnection, LLC’s (PJM) markets and planning functions, and (iii) Maryland ratepayers, and mitigating measures to address any of these impacts.

Accordingly, the Commission initiates this Public Conference and hereby requests comments from interested parties regarding relevant information that may be considered in conducting the required study and drafting recommendations. Interested stakeholders are requested to provide comments by July 12, 2024, on the areas of potential impacts listed above, related areas of Commission jurisdiction, and any other information relevant to this matter.

The Commission will hold a Technical Conference on September 24, 2024, to consider stakeholder comments. Persons interested in participating in this conference are requested to notify Benjamin Baker (benjamin.baker@maryland.gov) by August 1, 2024. Comments must be electronically filed1 on the Commission’s website and addressed to Andrew S.
