Commission Seeks Comments on Utility’s DER Interconnection Proposals

On May 4, 2026, PURA issued  notice and request for written comment on the utilities’ flexible interconnection proposals.

Comments in response to the notice are due on or before 4:00 p.m. on Friday May 22, 2026.

The Authority seeks stakeholder input on the differing EDC approaches described in the notice, including recommendations as to which approach should be adopted, and whether it should be applied uniformly across both EDCs. In particular, the Authority is interested in comments on a statewide deployment model for flexible interconnections, coupled with the immediate implementation of scheduled flexible interconnections, as compared to a phased-pilot approach as proposed by UI.

In developing their comments, stakeholders should address ratepayer impacts, including costs and benefits, as well as the feasibility of implementation for the EDCs.

The joint utilities must also file their joint framework for metering procurement and communication improvements by June 1, 2026.

As background on March 26, 2025, the Authority issued an Interim Decision directing, among other things, that the electric distribution companies (EDCs) submit a proposal for flexible interconnections for the Authority’s review and approval by March 15, 2026, thereby granting Proposal 29 with modification.

Eversource has proposed two flexible interconnection implementation options – a system wide deployment (which would require a number of enabling mechanisms, including most notably a new Distributed Energy Resource Management System (DERMS)), and a second option which scheduled flexible interconnections, “which rely on a distributed energy resource (DER) Gateway5 or Real-Time Automation Controller (RTAC) to enforce pre-approved dispatch schedules.” Eversource has said the second option could be implemented with existing systems and processes. UI has proposed a two-phase approach to implementing flexible interconnections, consisting of a limited pilot program encompassing two to three substations followed by a system-wide deployment.

Previously on March 16, 2026, The Connecticut Light and Power Company d/b/a Eversource Energy (Eversource) and The United Illuminating Company (UI) jointly filed a motion seeking the Authority’s approval of their respective flexible interconnection proposals.
