How Should Electric Utilities Modernize and Recover Costs?
As part of Governor Mikie Sherrill’s Executive Order 1, Staff of the New Jersey Board of Public Utilities are beginning a study on how to modernize the way electric utility companies operate and recover their costs. This work is an early step in the Governor’s commitment to addressing energy affordability for New Jersey residents.
Board Staff will be holding a hybrid stakeholder meeting on Thursday, May 7 at 9:00 AM. This is the first stakeholder meeting on this topic, and there will be additional opportunities for you to participate and lend your voice to this important effort.
We want to hear from the public as we begin this process. The upcoming stakeholder meeting will focus on the topics listed below, and Board Staff is seeking public comments to help inform the study.
- How today’s traditional utility business model affects electricity affordability, especially as costs and energy needs change.
- Possible policies and strategies that could help lower and stabilize electric bills over the long term.
- New approaches the state could consider, such as:
- reducing how much utilities depend on infrastructure spending to earn revenue;
- expanding performance‑based regulation, including how effectively utilities connect new energy sources to the grid;
- using multi‑year rate plans;
- adjusting utilities’ allowed profit levels (return on equity);
- strengthening oversight of certain transmission projects;
- requiring utilities to demonstrate they are choosing the lowest‑cost options;
- using financial tools like securitization to reduce costs; and
- updating rules for utility infrastructure investment programs.
Your input will help shape this study and guide how New Jersey approaches affordability and utility regulation in the years ahead.
