PUC Reject Requiring Utilities to Facilitate On-Bill Payments for Energy Efficiency
On May 13, 2026 the Connecticut Public Utilities Authority (PURA) issued final decision final decision denying, without prejudice, the Bureau of Energy and Technology Policy’s request to require the electric utilities to facilitate on-bill customer payments using the utilities’ billing systems for DEEP’s Energy Efficiency Procurement, saying, “DEEP received no proposals in response to its Energy Efficiency Procurement that requested the use of on-bill customer payments using the utilities’ billing systems. In addition, the cost of changing the systems to support DEEP’s request remains speculative and could result in significant ratepayer impacts.”
As background, the Connecticut Department of Energy and Environmental Policy filed an application with PURA, asking the regulator to determine whether to require utilities Eversource and UI to facilitate on-bill payments for customers served by successful bidders to DEEP’s Energy Efficiency Procurement.
This procurement by DEEP was to facilitate the installation of electric passive demand response measures at residential, commercial, and industrial properties.
DEEP said, “[o]n-bill payments would allow use of the customer’s electric bill to transfer funding, credits, or both between the customer and the EDC and any other related entities. Furthermore, participating customers with an on-bill payment option will have more financial flexibility to pay down the cost of efficiency measures on their electric bill over time instead of paying expensive upfront costs. Allowing on-bill payments should not create overly burdensome costs for the EDCs since their payment systems are already set up to support on-bill payments for customers participating in certain programs.”
