Request For Written Comments In PURA Investigation Into Stray Voltage

On December 29, 2023, pursuant to Section 29 of Public Act No. 23-102, the Public Utilities Regulatory Authority (Authority or PURA) initiated this uncontested proceeding to examine occurrences of stray voltage in the state and to make recommendations for detecting, mitigating, and preventing stray voltage.

To facilitate the investigation, the Authority requests that the participants file written comments on or before August 8, 2024, by 4:00 pm addressing the following:

1. Information regarding the following:

a. current standards of voltage thresholds for dairy cows;
b. impact of stray voltage on dairy production;
c. stray voltage training programs in other states, and evaluation of its relevance to Connecticut; and
d. current standards for diagnosing, mitigating, or preventing stray voltage that have changed since 1995.

2. Document and provide evidence of stray voltage incidents in Connecticut within the last 15 years.

3. Provide a definition of stray voltage used by your organization. 4. Describe all sources of stray voltage that can be hazardous to the public or property, or otherwise threaten public safety.
