Retail Energy Legislative Hearing Scheduled
On August 31, 2026 the District of Columbia City Council issued a public hearing notice announcing that it will convene a public hearing on October 1, 2026 on B26-0697 the “Department of Energy and Environment Reporting Requirements Amendment Act of 2026 and B26-0750 Retail Energy Market Consumer Protection Amendment Act of 2026”.
The deadline to register through HMS to provide live testimony is Monday, September 28, 2026, at 5:00 p.m.
This is a hybrid format hearing, with witnesses appearing virtually via the Zoom platform or in person in Room 120 of the John A. Wilson Building, 1350 Pennsylvania Avenue NW from 10:00 a.m. to 4:00 p.m.

The stated purpose of B26-0750 is to revise relevant definitions and establish requirements for third party electricity suppliers, and to add additional protections for residential customers, including allowing customers to terminate service at any time. As previously reported this bill includes previously retail market restrictions and market changes proposed in the Budget Support Act (D.C. Bill 26-661) that were later removed from the omnibus budget legislation in favor of dealing with the retail energy proposals on a stand-alone basis.
The stated purpose of B26-0704 is to require electric and gas companies to submit a detailed description of their capital expenditures to the Public Service Commission (“PSC”) when the utilities are applying for a rate change. The bill would also require the PSC to conduct an audit of public utilities once every three years.
