SOPEC Files Amended Application to Serve C&I and Mercantile Customers Only

Southeast Ohio Public Energy Council d/b/a Sustainable Ohio Public Energy Council (SOPEC) submitted an amended application “to correct the Application to reflect that the Applicant is not requesting certification to provide brokering service to the residential customer class. The attached amended Application reflects this clarification. There are no changes to the remainder of the Application filed on January 16, 2026, or the supplement filed on February 3, 2026.”

The amended application follows a motion to intervene and request to suspend the automatic approval process that was filed on February 3, 2026 by Northeast Ohio Public Energy Council (NOPEC).

In support of its motion to suspend NOPEC requests that the Commission deny SOPEC’s request to provide power brokerage services to residential customers.

In its motion NOPEC argued that if SOPEC’s application is approved by the Commission, “SOPEC will be authorized to solicit residential customers in communities throughout Ohio under the governmental aggregation name of “SOPEC” without complying with the statutory process required for becoming a community-approved governmental aggregation program. This end-run around the well-established process for creating a community-approved aggregation program will likely result in mass confusion for residential customers.
