Demand Response Aggregation Workgroup Held A Meeting

Category: Michigan

The Michigan PSC meeting focused on the status of distributed energy resource management systems (DERMS), how DERMS may be utilized, and the topic of DERMS user fees.

As background, In its 2025-26 capacity demonstration docket, MIPSC partially lifted the over 10-year ban on the participation of demand response (DR) aggregation resources in regional wholesale power markets. Specifically, the ban was lifted for retail C&I customers and aggregators with at least 1 MW enrolled load. MIPSC then directed Staff to convene the workgroup to consider:

  • whether tying of retail and wholesale DR programs by the retail electric provider is appropriate;
  • whether a FIT or other tariff mechanism is needed or advantageous;
  • how Michigan’s approach to DR aggregation comports with the frameworks being developed by PJM and MISO for compliance with FERC Order 2222; and
  • any other related issues that the Staff finds appropriate to consider.
