ICAP Tag Update
New ICAP Tags Effective 5/1/2026
There are two options to obtain your New Installed Capacity (ICAP) tags for 2026-2027 Capability period.
1) The ICAP Tags can now be downloaded from the Retail Access Information System (RAIS). Listed below are the RAIS files that will be updated with the new ICAP tags.

**Please keep in mind that previous ICAP tags (respective to capability period 2025-2026) are available in files provided prior to May 1, 2026. **
2) In the NYISO Reported Data menu on the Retail Choice webpage, each of the account’s individual ICAP can be easily calculated using the downloaded data. To view or download this information, please visit the RAIS site at the link below:
www.coned.com/retailchoice
Once you have logged in, go to Downloads at the top of the page. Then, click NYISO Reported Data in the menu.
You will be directed to the page where you can obtain the Zonal Coincident Demand (ZCD) values for your accounts by downloading the Customer Details – ZCD Report. Please ensure that you have selected 2025 ICAP Year to obtain the latest ZCD value. Also, download the appropriate ICAP true-up factors to determine the ICAP associated with each account.
Revised Capacity and Energy Reconciliation Guidelines
The revised Capacity and Energy Reconciliation Guidelines will be available mid-April 2026. This revision includes the annual update of default tag tables, zonal true-up factors for the new capability period as well as any changes to Service Class or Strata. There is also an update to ICAP Methodology to ensure consistency with the requirements of the NYISO Market Services Tariff governing the reporting of Adjusted Actual Load for Installed Capacity purposes.
Pursuant to NYISO Market Services Tariff Section 5.11.1, Transmission Owners are required to report ESCO’s load data that fully reflects load reductions associated with their customers participation in Special Case Resources (SCR), Emergency Demand Response Program (EDRP) and other demand response programs, in order to prevent double-compensation of demand reductions originated in the calculation of ICAP obligations.
Consistent with Tariff Section 2.1, Adjusted Actual Load reflects actual load adjusted for, among other factors, load reductions associated with Special Case Resources and Emergency Demand Response Programs. SCRs/EDRPs are defined in Tariff Section 2.19 as demand side resources capable of interrupting load or operating local generation to reduce load from the transmission or distribution system.
As a result of these tariff-driven clarifications, ESCOs may experience higher ICAP obligations beginning with the May 1, 2026 Capability Period. ESCOs serving SCR/EDRP customers should review their portfolios accordingly and be aware of potential ICAP impacts.
