PSC Approves Utility’s Change To Effective Supply Billing Cycle
As background, “[o]n October 25, 2024, Consolidated Edison Company of New York, Inc. (Con Edison or the Company) filed proposed tariff amendments to its electric tariff schedule, P.S.C. No. 10, to modify the Market Supply Charge Adjustment Factors, Monthly Adjustment Clause Adjustment Factor, Ancillary Service Charges, New York Power Authority Transmission Charges, and New York Independent System Operator (NYISO) Transmission Charges to take effect on the tenth billing cycle of each month rather than the eighth billing cycle of each month. By this Order, the Commission authorizes the proposed tariff amendments listed in the Appendix to become effective April 1, 2025.”
Subsequentially, “[o]n October 25, 2024, Con Edison filed proposed tariff amendments to modify the Market Supply Charge Adjustment Factors, Monthly Adjustment Clause Adjustment Factor, Ancillary Service Charges, New York Power Authority Transmission Charges, and the NYISO Transmission Charges to take effect on the tenth billing cycle of each month rather than the eighth billing cycle of each month. DISCUSSION AND CONCLUSION
“The proposed tariff amendments are approved as they will have a de minimus impact on customers while providing the Company with additional time to perform any necessary enhanced analysis, energy supply charge adjustments, and internal discussion needed to effectively reduce the likelihood of significant customer bill volatility. Con Edison’s enhanced analysis and additional internal discussion put in place after the May 12 Order is more time intensive than previous efforts and, coupled with variability in billing cycles due to holidays and weekends, has, according to the Company, placed increased pressure on Con Edison to update its energy supply related charges by the eighth billing cycle with the required three business day notice.” “Of Con Edison’s 21 monthly billing cycles, only customers in the eighth and ninth billing cycles will be affected by this tariff change. Specifically, for April 2025, the affected customers will be charged the same energy supply rates as the customer’s prior billing period to give Con Edison time to implement the timing change proposed. However, allowing the tariff change to become effective in April will help minimize any impacts on customer bills, as customers usually have comparatively lower electric bills in the month of April due to reduced heating and air conditioning usage. In addition, the difference in energy supply related costs and revenues in April 2025 billing cycles will be reconciled in the May 2025 billing cycles. The reconciliation ensures that Con Edison does not profit from energy supply costs.”
“The tariff amendments filed by Consolidated Edison Company of New York, Inc. as listed in the Appendix shall become effective on April 1, 2025.”
