Notice Of Rulemaking and Proposed Energy Storage Interconnection Rule
Workshop rescheduled for March 18th due to weather

The Emergency COMAR Regulations Review Process was directed by the Commission in Order No. 91984 that may cut the normal 6 month process timeline in half.
There is non-consent among parties regarding scope of today’s proceeding and next steps:
- Various Parties – Urge the Commission to immediately adopt the regulations as emergency measures to meet construction deadlines outlined in OBBA.
- TPE – Requests that the Commission require utilities to promptly file corresponding changes to their interconnection materials.
- PE – Objects to the use of emergency rulemaking treatment outside the scope of Order No. 91984 for proposed COMAR changes that do not warrant it.
On March 16th the Commission rescheduled the RM94 rulemaking session that was to be held on March 17th. Due to weather conditions, the Commission hereby gives notice that the Rulemaking Session will instead be held on Wednesday, March 18, 2026, beginning 10 minutes after the conclusion of the Commission’s Administrative Meeting which begins at 10:00 a.m., in the Frank O. Heintz Hearing Room, William Donald Schaefer Tower, 16th Floor, 6 St. Paul Street, Baltimore, Maryland 21202.
The Maryland Office of Staff Counsel of the Maryland Public Service Commission filed Staff’s recommended changes with accompanying proposed redline rule changes regarding the proposed revisions to COMAR 20.50.09 regarding the interconnection workgroup and the implementation of FERC Order No. 2222 and retail grid services in Maryland.

Previously on February 11, 2026 the Interconnection Work Group leader submitted a rulemaking petition that identify the outstanding issue that the current regulation proposal does not have full consensus. Specifically, utilities concern that the regulations will add administrative burden.
Subsequently, on February 12, 2026 the MD PSC issued a proposed rulemaking in the matter.
As background this proceeding implements legislation enacted by the Maryland General Assembly with the passage of House Bill 910, directing the MDPSC to establish the Maryland Energy Storage Program. The statute sets deployment targets of up to 750 MW of cumulative storage capacity by 5/31/28 (Phase I), 1,500 MW by 5/31/31 (Phase II), and 3,000 MW in total cumulative capacity.
